Comprehensive Plan

Each city is responsible for implementing its Comprehensive Plan through its zoning ordinances.  However, should the two conflict, the Comp Plan prevails and the State of Oregon assists in its interpretation.  For more information, see Oregon Revised Statutes 197.195 and 197.175.

The Wheeler Comprehensive Plan was adopted in December 1979 with amendments through July 2017.
